2007-2008 Budget Highlights
Enrollment
 
· Every year the District must analyze the student population trends in order to determine what the enrollment will be for the upcoming school year.
· Enrollment is extremely important because the amount of revenue the District is able to receive is driven primarily by the enrollment within the District.  This year, the District is anticipating a decline in the number of resident students, as well as the number of students enrolled through the Chapter 220 program. 
· The decline in enrollment is one of the reasons the District’s State Aid is currently estimated to decrease by about $520,000.  
· Integration Aid, which is revenue provided to the District for the Chapter 220 program, is expected to decrease by about $124,000.  This is also due to a decline in the number of students enrolled in the program.  Integration Aid provides property tax relief to the taxpayers within the St. Francis School District.  
· As the District’s enrollment continues to decline, so will the amount of aid available.  Because there are a limited number of revenue sources, as the amount of aid the District receives goes down, tax rates will have to go up.
· The graph below shows the history of enrollment within the District.  Resident enrollment and Chapter 220 enrollment has steadily decreased over the last seven years.  Because of the decrease, the District has gradually increased the number of Open Enrollment seats to make up for the loss.
